Joint Powers Authority (JPA)
Authorizing Statute
Ross Valley Fire Department is governed by a Joint Powers Agreement, with the following members: Town of San Anselmo; Town of Fairfax; Town of Ross; Sleepy Hollow Fire Protection District. The parties are authorized to contract with each other for the joint exercise of any common power pursuant to California Government Code 6500-6514.
JPA 1982 Agreement
The Town of Fairfax and the Town of San Anselmo have authority to provide fire protection, emergency medical and related services within their respective territories, including in the case of San Anselmo by contract the territory of the Sleepy Hollow Fire Protection District (Sleepy Hollow), and in the case of Fairfax by mutual aid agreement the unincorporated community of Oak Manor. The parties mutually agree as follows: The Ross Valley Fire Service (hereinafter Authority) hereby is established by the parties hereto, effective as of the date of execution hereof as to transition requirements, and effective July 1, 1982 for full operation.

JPA First Amendment - 2012

The Member parties desire to enter into this First Amendment in order to (i) include Ross as a Member of the Authority; (ii) modify the composition of the Board; (iii) revised the Members' cost sharing and ownership rights; adn (iv) address certain other issues agreed upon amoung the Members.
JPA Second Amendment - 2014

The Member parties now desire to enter into this Second Amendment to (I) establish a Management Committee adn (ii) implement the provisions of the Government Code 54956.96, permiting the disclosure of certain closed session information in an authorized closed session of a Member.

2022 Third JPA Amendment -Signed by All Towns.pdfThis Third Amendment to the Amended and Restated Joint Powers Agreement ("Third Amendment") is entered into as of January 1, 2022 (the "Third Amendment Effective Date"), and is made by and among the Town of Fairfax, a municipal corporation ("Fairfax"), the Town of San Anselmo, a municipal corporation ("San Anselmo"), the Sleepy Hollow Fire Protection District, an independent special district of the State of California ("Sleepy Hollow"), and the Town of Ross, a municipal corporation ("Ross"), each a "Member," and collectively referred to as the "Members." The Members desire to enter into this Third Agreement to the Amended and Restated Joint Powers Agreement to: (1) provide for the closure of the Ross Fire Station and (ii) allocate Authority resources, savings and costs attributable to the Ross Fire Station closure.
